Remark : You might find Secret Seashell in other places than stated above, but if that occurs you'll won't find the 20 stated as above, because the game switches it for Rupees instead.
For example, there's a Secret Seashell in a Chest at Level 7 but when i played that had been exchanged for 20 Rupees
